It has some issues, but it works.

Recently released God of War Ragnarök was warmly met by the audience, apart from its requirement to link a PSN account, which caused many negative reviews, making the overall feedback on Steam labeled as "Mixed." However, some players addressed this issue with creating a mod that helps bypass this rule.
The NoPSSDK mod "fully strips the PlayStation PC SDK runtime requirement for God of War Ragnarok." It adds a .dll file to the game folder and seems to imitate the fully online mod.
According to the reviews, the mod seems to work, although some players write that it doesn't help skip the rule. In this case, the modder suggested blocking the GoWR.exe file in Windows firewall settings. The creator of the mod said that they would maintain the tool to keep up with the game's updates.

The discussion on Steam suggests that the PSN link requirement might be country-specific, as not all of the players encounter this issue, but still many of them are discontent with the publisher's requirement. God of War Ragnarök is not the first game to have this requirement, along with Helldivers 2 and Ghost of Tsushima, which, however, asks it only for multiplayer mode. The mod to avoid this rule, although, seems to be the first.
